Spartak A. Fedorovich, 39, of Phillipsburg will serve at least 20 years in prison for sexually assaulting a Lower Saucon Township girl, Lehigh County District Attorney Gavin P. Holihan said today.
The girl was 13 when the offenses occurred, according to the District Attorney.
Fedorovich was a legal resident of the U.S. at the time of the offenses, but he is a citizen of Russia. He recorded one of the sexual encounters, according to the District Attorney’s statement.
Fedorovich faces similar charges in New Jersey involving the same victim, according to the Holihan press statement. Fedorovich was 36 in 2022, when the crimes were reported to police. He will be eligible for parole at age 56.

District Attorney Gavin P. Holihan announced a man was sentenced to state prison for charges he sexually assaulted a 13-year-old girl in Upper Saucon Township.
Spartak A. Fedorovich, DOB 4/17/1986, of Phillipsburg, N.J., was found guilty Nov. 14, 2024 on charges of two counts of Involuntary Deviate Sexual Intercourse, three counts of Statutory Sexual Assault and one count of Unlawful Contact with a Minor Involving Sexual Offenses; all felonies of the first degree.
Additionally, he was convicted of Aggravated Indecent Assault, a felony of the second degree; Corruption of Minors and Endangering the Welfare of Children; both felonies of the third degree and Indecent Assault of a Person Less than 16, a misdemeanor of the second degree.
Fedorovich was convicted after a jury trial in which the teenage victim was required to testify about the sexual assaults and a video, created by Fedorovich, recording one episode of the sexual abuse was shown to the jury.
Judge Robert L. Steinberg sentenced Fedorovich on April 21, 2025 to serve 20 to 40 years in state prison. The Commonwealth asked for a sentence of 72 to 144 years.
Prosecutors asked for jail sentences on each of the 9 felony counts the defendant was convicted of. The judge imposed two sentences totaling 20 years in jail. By imposing concurrent sentences, the judge imposed no additional incarceration for the remaining seven felony counts of conviction. Fedorovich will become eligible for parole at age 56.
The defendant will eventually have to register for the rest of his life as a sex offender. A hearing will be held in August to determine the full extent of his registration requirements.
The defendant also has charges pending in New Jersey for the same conduct against the same victim when they lived in New Jersey. Fedorovich is a citizen of Russia, but was a legal resident of the United States at the time the crimes occurred.
The case was investigated by Upper Saucon Township Police Detective Matthew Faherty, The Officer David M. Petzold Memorial Digital Forensics Laboratory of Lehigh County, with the assistance of the Pennsylvania State Police Cellular Analysis Technicians Unit.
The case was prosecuted by Chief Deputy District Attorney Sara A. Moyer and District Attorney Gavin P. Holihan.
On Oct 13, 2022, police were dispatched to a home in Upper Saucon Township for a report of suspicious activity. An investigation revealed a 13-year-old girl had been meeting with Fedorovich in secret.
The victim told law enforcement she had been in a sexual relationship with Fedorovich since age 12. At the time of the offenses, Fedorovich was 36 years old. The defendant was living with the victim’s mother when the sexual abuse started.
The investigation revealed on at least 10 occasion, Fedorovich traveled between his home in New Jersey to Upper Saucon Township to sexually assault the victim.
An abominable crime, which should be punished , but why was the headline written “Phillipsburg Man, a Russian Citizen,”? Would you have written a similar headline like, “a Catholic, a Greek, A Muslim, a black man, a Texan, a Mexican, a white man, etc., etc.” What does that appositive add to the story other than prejudice?

It adds a fact. He is a Russian citizen.
You introduce other terms that were not used nor could be.
There are no Catholic, black or Muslim “citizens.” Those terms do not define citizenry.
There are Texas residents, but not citizens.
There are Russian citizens of various ethnicities, about 200 total.
The term “citizen” is a legal term not an ethnic one.
