From the statement: As in every criminal case, the fact that an arrest has occurred or a complaint has been filed are merely accusations; and the accused, Douglas Royer, is presumed innocent until and unless proven guilty.

On Sept. 24, 2026, Royer was working at a Lower Macungie Township home while performing work on the home’s heating system.
The victim is a 10-year-old girl. On that date while making repairs, the victim retrieved Royer’s cellphone for him while he was working underneath the home.

The victim said she was unaware Royer had taken the photo, but said Royer subsequently showed her the photo and asked her if he should delete it.
A search warrant signed by a judge allowed investigators access to Royer’s phone where the photo of the girl’s buttocks was later recovered from.
This case was investigated by Trooper Francis Vanore III and will be prosecuted by Chief Deputy District Attorney Sara A. Moyer.
